Mother

Expensive: Certificates to a spa/salon/massage/manicure. Every mother deserves to be pampered and indulge herself! Call local salons to see whether they sell certificates or book an appointment.
Price and service is up to you, depending how much you want to spend.

Skin care products. This is a bit tricky because you want your mother to stay beautiful but don't want to give off the impression she's getting older or uglier. It depends on the woman, some are more sensitive than others.

Some types of gifts you might be safe giving are: moisturizers, facial cleansers, yummy lip balm, body lotion, hand cream, teeth whiteners, nail kits
Stuff to avoid unless you'd like to face an early death are: ANTI WRINKLE CREAMS, pimple correctors, deodorant, anything 'medicated', dandruff shampoo

These creams/lotions should be of good quality. Go for the department store rather than the drugstore. Some brands that make some excellent products are Olay, De la Mer, Relvon, Estee Lauder, Cetaphil, Clarins, L'oreal, Lancome, Shisendo, Dove, Chanel, Clinique, Philosophy and more!

Inexpensive:

Picture frames. A cheap yet charming gift for your mothers! Decorate an existing one or start from scratch. Make sure to include a touching photo of both of you. Moms eat that stuff up and will take pride in displaying it around the house.

Flowers-

Not a whole batch of expensive tulips if that's out of your price range. But an assortment of them that's enough to fill a small vase. They can be bought from a flower shop or plucked out of someone's garden (preferably your own).
Nowadays it's getting colder so flowers will be more expensive and harder to obtain. Beautiful fake ones will be nice for putting around the house (and no cleaning up the petals after!).
